Matt Struble Wins the 2023 DN World Championship

The 2023 DN World Championship is completed. Congratulations to Matt Struble US183 for winning his fourth World Championship.

On the sides of the championship’s podium Karol Jabłoński P36 wins silver & Lukasz Zakrzewski P155 will bring home the bronze medal from the event. In a close competition with Lukasz, Robert Graczyk P31 finished 4th, Adam Szczesny P243 5th, Tomasz Zakrzewski P55 6th, and Oskar Svensson S714 ended 7th in A Fleet.

Dideric van Riemsdijk S867 also won bronze in B fleet.

Congratulations to all competitors and a big thank you for all the organisers!

The competition continues tomorrow with the North American Championship.

The icesailing season is now in full throttle! This year’s DN Gold Cup & North American Championship will start next weekend.

Also for us here in Europe the first deadline for registration to compete at the European Championship & EuroCup 2023 is now less than a week away!

Please be sure to that you have completed the following preparations to compete at the EC 2023:

 

Have you paid your membership for the 2022-23 season?

In line with the Race Management Agreement, DN Class Regattas are open to any member in good standing of the IDNIYRA or IDNIYRA-Europe. Members in Europe also have to be members of their National Icesailing Fleets.

 

Have you submitted your TPL Insurance for approval?

Please be aware of the upcoming deadline:

Insurance Check for Regular Entry will be done by our Insurance Manager until 2023.01.20.
Only competitors who have uploaded their TPL Insurance until the insurance deadline will be able to make event entry at the regular price. Most of the submitted insurance have already been checked.

 

Have you Registered for the EC 2023?

Now it’s time to make payment of the entry fee. Make your Event Entry Registration before 2023.01.22 for the Regular Fee (€220)

We have updated the Notice of Race to better adopt to the current COVID-19 Measures in Europe (see attached pdf)

 

Got an IceWise Plank?

If you own an Icewise plank, please perform an invasive test BEFORE the championship.

During the regatta, the measurer will perform invasive testing on Icewise planks that have not been tested earlier. In case of doubt about the manufacturer of a plank, the measurer’s position will be decisive. Invasive testing will be clarified in the Sailing Instructuons for EC 2023.

Statement from our former Commodores regarding the EC2023

We, as former Commodores of IDNIYRA Europe, condemn Russia’s aggression against Ukraine, but at the same time we do not consider it acceptable to exclude any individual sailor from the competitions organized by IDNIYRA Europe for this reason.

IDNIYRA Europe is an amateur sports organization that is far from any political expression and organizes its membership on the basis of good sportsmanship, good community spirit and well-meaning rivalry. We organize our sports events in this spirit and try to stay away from everyday politics as far as possible.

We do not think it is right to encounter discrimination on any of our sailors in an invitation to an event. This contradicts to all of our Governing Documents. Since our organization is not a member of either the IOC or World Sailing, the statements and recommendations issued by these organizations cannot be a guide for our organization in any way.

We hope that the Governing Body of IDNIYRA Europe will be able to quickly resolve this misunderstanding and that we will continue to meet our Russian and Belarusian friends at our events.

Dear Fellow Ice Sailors,

On behalf of the Latvian DN Fleet and IDNIYRA-Europe we invite you all to sail the European DN Championship held between February 18th-25th, 2023. Please find the Notice of Race & Sailing Instructions linked below and read it carefully before making the Event Entry.

Important dates to consider:

15th December 2022 – 18:00 (CET) – The online registration opens

20th January 2023; 24:00 (CET) – Deadline to send insurance for checking (Regular Entry)

22nd January 2023 – 24:00 (CET) – The last possibility to register on the regular entry fee (Regular Entry)

Please note, that in order to make a proper entry both the sailor as well as his/her National Organisation need to be active members of the DN Class, i.e. the respective membership fees have to be paid.

In line with the Race Management Agreement, DN Class Regattas are open to any member in good standing of the IDNIYRA or IDNIYRA-Europe.

We sincerely hope that we will be able to meet all our members from around the World again soon.

We cordially invite you to take part in our annual Autumn DN Class Ballot.
As defined in the EPIC Agreement, all members of IDNIYRA and IDNIYRA – Europe in good standing on September 1st, 2022 are eligible to vote.

The Ballot is open from Nov. 1st 23:45 CET (17.45CDT) until Nov. 26th 20.00 CET (13.00CST)

During the 2022 National Secretaries Meeting the following proposals from our members were approved to be forwarded to the Class Vote:

Question 1: Technical Specifications Amendment – Boom Stripe

Original text:

D. Boom

“7. A 1/2’’ (12. mm) wide stripe shall be painted around the boom in contrasting color.
Stripe shall be perpendicular to sail tunnel. Forward edge of the stripe shall be 8’ 10’’
(2692 mm) or less from forward inner surface of mast sail slot projected fairly.”

Proposed Changes:

D. Boom

Reasoning:
– we don’t need it, makes no sense to keep it
– make specifications more clear and simple
– we should measure the foot of the sail instead

 

Question 2: EPIC Agreement Amendment – Technical Specifications Compliance

Original Text:

Article XI – ENFORCEMENT OF THE SPECIFICATIONS

“The OFFICIAL SPECIFICATIONS shall be enforced in two ways;

1. Through a protest filed by any contestant, Judge or Race Committee member at the Gold Cup, European Championship or North American Championship Regattas against any competing yacht; or,
2. By the Race Committee measuring yachts during a regatta described in the CGDs, NIA rules, or the regatta Sailing Instructions.”

Proposed Changes:

Article XI – ENFORCEMENT OF THE SPECIFICATIONS

“Each and every sailor has the full responsibility to ensure that his/her iceboat is maintained to comply with her class rules and is in full compliance with the OFFICIAL SPECIFICATIONS

The OFFICIAL SPECIFICATIONS shall be enforced in two ways;

1. Through a protest filed by any contestant, Judge or Race Committee member at the Gold Cup, European Championship or North American Championship Regattas against any competing yacht; or,
2. By the Race Committee measuring yachts during a regatta described in the CGDs, NIA rules, or the regatta Sailing Instructions.”

Reasoning:
There was no proper responsibility defined earlier in the Governing Documents.

 

Question 3: EPIC Agreement Amendment – Technical Committee

Original Text:

Article VI – TECHNICAL COMMITTEE

“The DN Class Technical Committee (TC) shall consist of six members, three elected from North America and three elected from Europe. TC members shall be elected according to the respective Continental Governing Documents (CGD). One member will be elected every year, alternating between continents. North American members will be elected in even years and European members in odd years. The term of office is six years. Term of office will begin July 1, and expire June 30 of the appropriate year. Each year the TC shall elect from its membership a chairperson to serve until June 30 of the following year. All decisions of the TC require 2/3 majority vote of all members. Upon resignation prior to six years, a replacement member will be elected by the respective CGG to complete the unexpired term. The Chairperson shall report to the CGGs on all recommendations of the TC. The TC may initiate changes in the OFFICIAL SPECIFICATIONS or OFFICIAL PLANS by proposing a change to both CGGs.”

Proposed Changes:

All decisions of the TC require 2/3 majority vote of all members. The Chairperson shall report to the CGGs on all recommendations of the TC. The TC may initiate changes in the OFFICIAL SPECIFICATIONS or OFFICIAL PLANS by proposing a change to both CGGs.”

Reasoning:

  • We believe that serving one year as chairperson is not enough to carry out long-term plans. At least a two-year term must be given to the chairperson.
  • The European Community would like to have more even representation of their interests in the TC, therefore requires the election of the TC chairperson alternately from the American and the European members. Without examining the reason why in the past there were only NA chairpersons elected in the TC, we would like to enshrine this rotating principle in the EPIC Agreement.

 

Question 4: EPIC Agreement Amendment – Voting

Original Text:

Article IX VOTING

“The DN Class will submit a ballot to the membership, no later than Oct 1. All members having valid membership at Sept. 1 and a valid e-mail address on file will have the right to vote. The method of voting will be an electronic ballot or any other safe and reliable method. The voting will be closed 21 days after the submission. The chosen electronic voting system should be able to certify and to verify the voting results. DN Class members that are members of both the North American and European organizations may only cast one ballot.

Passage: To pass a proposal must get at least 2/3 yes votes. Any proposal which does not pass may not be resubmitted for one year.
Effective Date: Changes in the Official Specifications or Official Plans shall become effective May 31 unless both Governing Groups agree an earlier effective date, and that the effective date is on the ballot proposal. “

Reasoning:
The previous wording was not clear and could have given rise to misunderstandings and controversy. The current wording is clearer and fully in line with Robert’s Rules of Order.

The days are getting colder and with the beginning of the hard-water season approaching our Membership fees are due.
Please be informed that our annual membership fee has changed: At the 2022 National Secretaries’ Meeting the Membership fee for the 2022-23 season has been determined at €30.

If you had an active membership with us and have the auto-renew option enabled in your membership profile, the fee will be automatically charged to your registered payment method on 2022 Nov. 6th.
Please be sure to verify that a valid payment method is used and that the transaction has been approved with your bank.

Without currently commenting on the recent TC decision’s compliance with the framework of DN Class Rules and Procedures (EPIC, RMA, NIA Constitution & Racing Rules & DN Continental Governing Documents, etc.), the Board of IDNIYRA Europe strongly recommends the voluntary survey process described in the document published by the TC to all of our members bringing equipment to or attending the North American DN regattas.

The Board of IDNIYRA Europe also recommends the voluntary survey process described for the European regattas where due to the irregularities uncovered in the past season planks will be under scrutiny by the class measurers regardless of manufacturer.

The Board of IDNIYRA Europe highly recommends doing these voluntary checks at home well before the regatta to ensure the optimal repairability, ease of mind and the best performance on the ice.

TC Timeline & Summary on IceWise Planks November 2022

IDNIYRA Technical Committee: Icewise Runner Planks

The IDNIYRA Technical Committee has determined based on facts found from numerous Hamrak/Icewise existing runner planks, that they fail to satisfy class specifications . Much time and careful consideration has gone into this decision. As of this notice, ALL Hamrak/Icewise runner planks shall be deemed illegal from this point going forward.

Owners who have found themselves with such a runner plank(s) may attempt to verify construction in order to exonerate them for use in IDNIYRA competitions.

The required method to do this shall be by providing a core sample of each plank within a designated area (see attached Image) Hole must be ¾” /19 mm diameter and go completely through full max thickness point of plank in region.

A hole saw must be used. NOT a drill bit. Remnant plug from hole saw is to be inspected and digitally photographed as well as a closeup up the hole itself showing interior construction if possible. Plug and or its remnants are the best way to evaluate.

IDNIYRA in NORTH AMERICA: These photographs shall be forwarded to any North American Technical Committee member for determination of legality. (North American TC members: Jeff Kent, Paul Goodwin, Steve Orlebeke)
IDNIYRA EUROPE: These photographs shall be forwarded to any class or National measurer, or to any member of the European Technical Committee for determination of legality. (European TC members: David Croner, Tomek Zackrzewski, Argo Vooreemaa)

If found to comply with specifications, area of hole may be repaired but not to be covered by paint or excessive fillers . Area of hole shall remain exposed until plank has been deemed legal by core sample / inspection and used in a continental regatta or higher to demonstrate its allowed use.

After that it may be faired and painted if so desired It is suggested you retain any and all information regarding this verification for future use. Hopefully you will not need to.

The 2022 September Issue of the Runner Tracks Magazine is Out!

September signals it’s time for DN sailors to THINK ICE. We have 58 pages of ice-thinking for you in this issue of Runner Tracks. In addition to several proposals and the 2022 European Secretaries meeting minutes, Mike O’Brien shares his story from the 1988 DN World Championship in Leningrad (St. Petersburg). It’s a fascinating glimpse into the waning days of the USSR, and the mindset of how a defending World champion handles the pressure, adjusts to conditions, and keeps his DN equipment tuned in a place where the corner hardware store didn’t exist. 1973: The First DN World Championship

“Almost 50 years ago, in 1973, DN sailors from around the world gathered for the first DN World Championship at Gull Lake, in Michigan U.S.A.
During the next two seasons, IDNIYRA North America and IDNIYRA Europe will each take the opportunity to honor 50 years of international competition.”

To kick off the festivities from the imaginary starting line North American Secretary Deb Whitehorse has published a wonderful commemoration of the first Gold Cup Regatta:
